No way to set signature

I'm trying to customize my signature but this option is not working. When I click on my avatar on right top corner > signature either nothing happens ... OR I'm taken to a new text box under the post I just made & when I enter my signature info a message pops up that I'm posting too soon and need to take a deep breath.

In User Center, setting my signature isn't an option I can find anywhere.
