4G access

Hello, the forum search will not allow me to search for 4G because that term only has 2 characters. I have read elsewhere that airdroid requires wifi to access an android phone from a computer.

Will this app work to access an android phone from a computer remotely over 4G?

Will this app allow me to control programs and/or restart the android device from pc?
