Windows client: can't connect to server (-13000)

I can get the web client to work but not the windows client. Haven't been able to find much through google. any ideas?

Sorry for any inconvenience that you've experienced.

Please follow these steps to fit the issue.
1. Enter windows+R >enter "regedit" > click ok .
2. Find the file HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Conrol\Lsa\FipsAlgorithmPolicy\enable,
and change the content in the bracket into 0.
