Can anyone tell me if there is a way to connect an app that is installed on an Android device that does not have WIFI or Wireless connectivity. It does have internet access however it's through an ethernet connection. In the app itself I only see options to connect via WIFI and mobile.

We haven't tested about this. But you may have a try. You may sign in to AirDroid app and then sign in to web.airdroid.com to see if the connection between your device and PC could be built or not.
