Other ways of connection

I hope there can be a way of connecting the phone to another PC other than WiFi because I want to do this in the office too but our computers are not connected via wifi. And we don't have access to office wifi.
I have seen another app that connects the phone to "ANY" PC wirelessly to view pictures and videos even if they're not on the same network
